Default Format For Time - Change To 12 Hour Clock

In the configuration under "International Settings", I have the variable set to the default which is %H:%M:%S.

I would like to change this to a 12 hour clock so that it should read the time and then whether it is AM or PM.

The reason for this is that I thinks it looks nicer that way for user comments.

Is this something that could be easily accomplished?

Try the following format as default time format in the administration area->Options->International settings.
