Using php 7.1.11 on a localhost, the installation stopped once I added the user information (Step 1). The error message stated:

Line 80 showed this: add_filter('simple_toolbar_form', 'plugin_emoticons',);
Once I removed the comma (,) before the ending ), the set up continued. Up to this point, everything else seems to be working.
